  ARMY CONTINUING EDUCATIONAL SYSTEM (ACES)
 

MES, Inc. is under contract to provide educational support services for the Army Continuing Education System (ACES) at Continental United States (CONUS) and Outside the Continental United States (OCONUS) at approximately 40 Army locations.

The services that MES provides include:

  • Education Services
  • Counseling Services
  • Automation & Technology Services
  • Test Administration Services
  • Teat Control Services
  • Instructional Services
  • Multi-Use Learning Facility Services (MLF)

The Department of Defense directs the Military Departments to provide Service members with opportunities to continue their education which are similar to those available to their peers in the civilian sector. The Army implements this directive through ACES and other programs. The ACES mission is to: 1) vigorously promote lifelong learning opportunities to sharpen the competitive edge of the Army by providing and managing quality self-development programs and services; 2) provide programs and services support to enhance job performance, skill qualifications, and career growth; and 3) provide services to family members, Department of the Army civilians, and other qualified personnel.

The objective of the MES contract is to provide support services to assist Government professionals in the delivery of adult education services at sites throughout the world. The contract provides all related services necessary to support the Army Continuing Education System's goal of lifelong learning opportunities for Active Duty and Reserve components.

 

 
MARINE CORPS EXCEPTIONAL FAMILY MEMBER PROGRAM  

MES provides non-personal services in support of Marine Corps Community Services (MCCS) Programs at Headquarters, United States Marine Corps Quantico, Virginia and Marine Corps installations worldwide. The "MCCS Exceptional Family Member Program (EFMP)" supports Commanders' efforts to reduce family stress, increasing personal and mission readiness.

The operation of the program requires:

  • Administrative assistance
  • Family case work administration
  • Training, education and outreach
  • Medical liaison officer
  • Assignment coordinator
  • Program advocate
  • System and administrative support

MES provides these support services at 16 geographically dispersed EFMP sites throughout the United States and overseas.

 

 
NAVY COLLEGE PROGRAM  

MES provides education and support services to the Navy's Voluntary Education Program designated as the Navy College Program (NCP). Experience afloat and ashore allows us to provide tailored, yet universal services to the NCP. Our personnel provide management and supervision to the Program throughout its worldwide locations. Additional services include recruiting, hiring and training of personnel, and testing and computer lab facilitation.

The operation of the program requires:

  • National and international recruitment, hiring and training of personnel
  • Adherence to NCP policies and procedures
  • Briefings and counseling sessions on education and vocational opportunities available to sailors
  • Analysis of Sailor Marine American Registry Transcripts (SMART) to assist sailors in setting education and vocational goals
  • Testing and computer lab facilitation
  • Administrative tasks to support the NCP
  • Education advisement and planning
  • Call center operation
  • Tuition assistance advisement

This contract encompasses approximately 60 geographically dispersed CONUS and OCONUS sites with approximately 125 employees.
